The parcel fabric in the map has a disabled parcel topology. Parcel topology must be enabled on a parcel fabric when publishing it as a web feature layer.
Solutions
Run the Enable Parcel Topology geoprocessing tool to enable geodatabase topology on a parcel fabric.
