You either have Version Management checked on and Validation checked off or Validation checked on and Version Management checked off on the Configuration tab under Capabilities on the Share As Web Layer pane.
Solutions
Do the following:
On the Configuration tab under Capabilities on the Share As Web Layer pane, either check on both Version Management and Validation or check off both Version Management and Validation.
Additional information
To publish the parcel fabric for editing purposes, both Version Management and Validation must be checked on. To publish the parcel fabric for read-only purposes, both Version Management and Validation must be checked off.
