Solution
You may need to verify one or more of the following situations:
- Participating locators are valid.
- The spatial reference of the composite locator is set.
- The workspace for saving the composite locator is not read-only.
- You have permission to access the output workspace.
- The name of the locator includes the .loc file extension.
