Description
There are no layers in the active map. The active map must reference at least one feature layer related to the input utility network layer.
Solution
Add feature layers related to the utility network layer to the active map.
Alternatively, open the map referencing the utility network layer specified as input and click the map tab so it becomes the active map view. Then verify that this map references feature layers related to that utility network layer.
