You are sharing a map image layer that contains a utility network and are signed in as a portal user that is not the same portal user that was used to create the utility network. The portal user you are signed in as will be indicated by the first <value> parameter, the portal user that was used to create the utility network will be indicated by the second <value> parameter.
Solution
- Sign out from the current portal user and sign in using the portal account that is the portal utility network owner. This is the portal account that was used during the initial creation and configuration of the utility network. The Portal Utility Network Owner can also be viewed in the Network Properties tab of the utility network layer properties.
