An overview of the Legacy toolset

The Legacy toolset contains tools used to build classic locators.

The Create Address Locator tool uses older geocoding technology to create classic locators that can be used in ArcMap, all releases of ArcGIS Enterprise, and third-party applications that do not support new locators created with the Create Locator tool or the Create Feature Locator tool.

Caution:

ArcGIS Pro 2.6 is the last release that will support the Create Address Locator tool. Building classic locators with the Create Address Locator tool will not be allowed in the next major release after ArcGIS Pro 2.6. To prepare for this change, use the Create Locator tool to build locators.

The Standardize Addresses tool is used in conjunction with the Create Address Locator tool to standardize United States address components in a feature class used to build classic locators. This tool is not recommended for formatting reference data used to build locators with the Create Locator tool.
