The locator to be packaged or published is invalid.

Rebuild or re-create the locator. For more information, see About locators.

If the locator is corrupt, creating a new locator is the only way to resolve the problem. If the locator was created using a previous version of ArcGIS Desktop, creating the locator again using the locator style or locator role with the current version of ArcGIS Pro is recommended. If the locator was created using a customized locator style, make sure that the locator was created correctly and can be used for geocoding.
