This error can occur in the following two scenarios:
- You are publishing a web layer and your license level is ArcGIS Pro Basic.
- You are creating a package, the option Include Enterprise and UNC Path Data is checked and your license level is ArcGIS Pro Basic.
Solutions
- If you are publishing a web layer, you will need to upgrade your license level to either ArcGIS Pro Standard or ArcGIS Pro Advanced. Contact your organization's administrator.
- If you do not need the layer, remove it from your map.
- If you are packaging and you do not need to copy the data to the package, uncheck the Include Enterprise and UNC Path Data option.
- If you are packaging and you need to copy data to the package (you've checked the Include Enterprise and UNC Path Data option), you will need to upgrade your license level to either ArcGIS Pro Standard or ArcGIS Pro Advanced. Contact your organization's administrator.

ArcGIS Pro can be licensed at three levels: ArcGIS Pro Basic, ArcGIS Pro Standard, or ArcGIS Pro Advanced. Geometric networks cannot be copied to an enterprise geodatabase at the ArcGIS Pro Basic level.
