GetEffectiveMaxScale Method

Returns computed effective maximum scale considering all its parent group layers. This method must be called on the MCT. Use QueuedTask.Run

ArcGIS.Core.CalledOnWrongThreadException	This method or property must be called within the lambda passed to QueuedTask.Run.
