When a Maximum Number of Neighbors is not specified, a default of 30 neighbors is imposed (unless there are less than 30 features in the Input Feature Class).
Solution
Specify the Maximum Number of Neighbors threshold desired. The number entered should be smaller than the number of features in the Input Feature Class.
