You are attempting to enable archiving on a dataset type that does not support archiving.
Solution
Archiving is not supported for datasets stored in personal or file geodatabases, nor are data types such as toolboxes (.tbx) or TINs supported. See documentation for the Enable Archiving tool to see which dataset types are valid input.
