There are multiple features in the layer you provided for the Input Features To Match parameter. The average value for those features for every Attribute Of Interest will be used for matching.
Solution
When you have more than one Input Features To Match you will want to select Attributes of Interest that have similar values. Suppose, for example, you have two features you want to match, and one of the attributes you are interested in is a population variable. If the first feature has a population of 100 and the second has a population of 100,000, the tool will average these two values and look for candidates with populations near 50,050. Notice that this averaged value isn't like the population for either of your input features.
