Description
There are no layers in the active map. The Create Diagram Layer Definition tool requires the active map to reference at least one feature layer related to the input utility network layer.
Solution
Add feature layers related to the utility network layer into the active map.
Alternatively open the map referencing the utility network layer specified as input and click this map tab so it becomes the active map view. Then, verify that this map references feature layers related to that utility network layer.
