Description
The GTFS file does not have any values in the field. At least some values are required.
This most commonly occurs when attempting to interpolate arrival and departure times if the stop_times.txt file has blank values in the arrival_time and departure_time fields for all rows.
Solution
This GTFS dataset is invalid and cannot be used.
