Description
The network dataset could not be opened to create the network analysis layer or the network dataset layer.
Solution
Make sure the path to the network dataset is valid. If the network dataset is stored on a network share, make sure the user of the process (for example, the ArcGIS Server user) trying to access the network has appropriate permissions to access the network dataset.
If the network dataset is licensed, make sure the license to access the network dataset is successfully installed.
