Description
The Publish Routing Services tool could not create a network dataset layer from the input network dataset.
Solution
Ensure that the ArcGIS Server account has been granted at least read-only access to the network dataset.
If you are using a licensed network dataset, ensure that the data license is successfully installed on the ArcGIS Server machine running Windows or Linux.
