You are sharing a feature layer with the Version Management capability enabled, but editing is disabled. To use the version management capability, editing must be enabled.
Solution
- From the Configuration tab in the Share As Web Layer pane, click Configure Web Layer Properties
next to Feature and configure the following options under Operations. - Check Enable editing and allow editors to and choose one of the following options for edits:
- Add, update, and delete features
- Update features only
- Add features only
