You are sharing a network analysis layer that is referencing a network service.
Solution
Remove the network analysis layer from the content being shared to the portal.

ArcGIS Pro does not support sharing network analysis layers that reference network services as web layers or web tools except script tools in which the script explicitly provides credentials to the service before making the network analysis layer.
