You are sharing a map image layer that contains some, but not all, utility network or trace network layers. Without all layers from the network present, you will not be able to consume the web layer in ArcGIS Pro.
Solution
- If you intend to use the web feature layers in ArcGIS Pro, add the missing network layers to the map.
