Description
The locator being published was created with the Create Address Locator tool. ArcGIS Enterprise 10.9 will be the last release to support publishing of locators created with the Create Address Locator tool.
Solution
Re-create the locator in ArcGIS Pro using the Create Locator or Create Feature Locator tool.
