You are sharing a web feature layer that contains a topology and does not have the required capabilities set. When sharing a topology layer, you must enable both the Version Management and Validation capabilities or disable both; you cannot enable one capability without the other.
Solution
Ensure that the Version Management and Validation capabilities are both enabled or disabled:
- From the Configuration tab in the Share As Web Layer pane, ensure that the proper combination is used under Capabilities.
- Check both Version Management and Validation.
- Uncheck both Version Management and Validation.
