Build parcel features within the given extent of the parcel layer.

Parameters

parcelLayer: The parcel layer to build features for the specified extent.
extent: Envelope representing the extent of features to build.
layers: Layers that the editor listens to for database changes. This allows edit operations like SelectNewFeatures, SelectModifiedFeatures to act on feature changes.

Exceptions

Exception	Description
System.ArgumentNullException	ParcelLayer and extent cannot be null.
ArcGIS.Core.Licensing.Exceptions.LicenseException	Insufficient license. This method requires a standard license.

ArcGIS Pro version: 3 or higher.
