In virtualized environments, such as Amazon Web Services (AWS) and Microsoft Azure, all licensing options are supported.
Named User licenses
To start ArcGIS Pro with a Named User license in a virtualized environment, you must be a member of an ArcGIS Online or ArcGIS Enterprise organization with a Creator, Professional, or Professional Plus user type.
With Named User licensing, there is no difference between using ArcGIS Pro in a virtualized or nonvirtualized environment. See Named User licensing in ArcGIS Online or Named User licensing in ArcGIS Enterprise for more information.
Single Use licenses
You can install ArcGIS Pro and authorize it with Single Use licenses in a cloud environment, such as AWS or Azure.
Concurrent Use licenses
With ArcGIS License Manager 2019.2 and later, you can host License Manager in a cloud environment, such as AWS or Azure, to serve Concurrent Use licenses for ArcGIS Pro. You can also serve licenses for ArcMap and other ArcGIS applications.
