RowHandle Constructor(Element,UtilityNetwork)

Creates a new instance of the RowHandle class, created from a UtilityNetwork and a utility network Element.

Parameters

element: A representation of a Row inside a utility network.
utilityNetwork: The UtilityNetwork that contains this Row.

Create a utility network association
