Convenience method to create a new instance of the EllipticArcSegment class from another elliptic arc segment.

Parameters

ellipticArc: The elliptic arc segment.
spatialReference: (Optional) The spatial reference. If spatialReference is null, then the spatial reference is inherited from ellipticArc.
