Support for traffic for an existing network dataset can be turned on and off from the network dataset property page.
Note:
The Support Traffic check box may be disabled if a cost attribute is configured to use traffic. Traffic support cannot be removed unless the cost attributes are first updated to no longer use the edge traffic evaluator. To enable the Support Traffic check box, you must update all travel modes that have an impedance attribute that uses traffic to use a different impedance, or delete all such travel modes. Once the travel modes are updated or deleted, all costs that use traffic are enabled for deletion. You can edit or delete all the cost attributes to no longer use traffic. You can then remove traffic support by unchecking the Support Traffic check box.
Enable traffic on a network dataset
To use traffic in analysis by enabling traffic on a network dataset, complete the following steps:
- Open the Network Dataset Properties dialog box.
- Click Traffic, and click the General tab.
- Check the Support Traffic check box if it's not checked.

- Set the traffic properties using the Historical and Live tabs.
