You are sharing a map image layer that contains a utility network or trace network and you are signed in as a portal user that is not the same portal user that was used to create the network.
The portal user you are signed in as is indicated by the first <value> parameter. The portal user that was used to create the network is indicated by the second <value> parameter.
Solution
- Sign out from the current portal user and sign in using the portal account that is the portal dataset owner. This is the portal account that was used during the initial creation and configuration of the network. The Portal Utility Network Owner or Portal Trace Network Owner value can be viewed on the Network Properties tab.
