You can share a pop-up configuration (.pop file) between layers or projects. A .pop file includes the arrangement of pop-up elements and their settings.
No data is included in a .pop file. To share data along with a pop-up configuration, it is recommended that you share a layer package.
Legacy:
Pop-up files were introduced at ArcGIS Pro 3.5 and cannot be imported by earlier versions of ArcGIS Pro.
