A data frame in the document you are importing is empty. It does not contain any layers.
Solutions
- Do nothing. Accept the empty map.
- Open the .mxd file in ArcMap and add layers to the empty data frame. Reimport the map document.
- Open the .mxd file in ArcMap and remove the data frame. This option is only available when more than one data frame exists in the map, as ArcMap documents must always have one data frame. Reimport the map document.

The data frame in ArcMap and the equivalent map in ArcGIS Pro provide the principal display of geographic information as a set of map layers. Within the data frame and map, you display geographic datasets as layers, where each layer represents a particular dataset overlaid in the map.
