Portal projects are managed on your ArcGIS Enterprise portal in the same way as web maps, web layers, and other portal items. As the owner of a portal project, you can edit item details, make sharing settings, delete protect the project, delete the project, and so on. As an organization administrator, you have additional privileges, such as changing ownership of the portal project to another member of the organization.
When viewed on the portal, a portal project has the Pro Project item type. Although properties of a portal project can be set in the portal application, projects can only be opened, updated, and saved in ArcGIS Pro. For example, you cannot open a portal project in Map Viewer.
Sharing settings
As with other portal items, portal projects can be shared to the item owner, to the organization, to groups, or to a combination of these. However, portal projects cannot be shared to everyone (that is, they cannot be shared outside the ArcGIS Enterprise organization).
The sharing settings apply to the project as a whole. You cannot set different sharing levels for individual items, such as maps and layouts, in the project. However, the availability of web items in a portal project depends on their sharing settings. For example, if a portal project is shared to a group, and the owner of an unshared web layer adds the layer to a map in the project, the connection to the web layer is broken for other members of the group.
A web map added to a project is converted to an ArcGIS Pro map and saved in the project. This means that if the owner of an unshared web map adds the map to a project, the map is present for other users. However, only the map—including its map properties—is converted. The map layers are broken for other project users, unless those layers are already shared. Basemaps and ArcGIS Living Atlas of the World layer connections are not affected.
Appropriate sharing settings for a portal project are initially determined by a portal project’s collaboration type. You can change the sharing settings later on the portal if you change the way the project is used. This may require changing default project items or item connections to ensure that these items are accessible to all users.

Just for me
When a project is configured for one user on one computer, sharing settings are not available when the project is created.
Optionally, on the portal, you can share the project later with your organization or with groups. Users with whom the project is shared can open it and view its contents but cannot save changes to the portal. However, they can save changes to their local copy of the project and get updates to the project.
Just for me on multiple devices
Sharing settings are the same as the Just for me collaboration type.
For someone else
When a project is configured by an organization administrator for another user, sharing settings are available when the project is created.
On the portal, after the project is created, you must change ownership of the project to the intended user to give them write access to the project.
Optionally, you can share the project with the organization or with groups. However, only the project owner and organization administrator can update the project. Users with whom the project is shared can open it and view its contents but cannot save changes to the portal. However, they can save changes to their local copy of the project and get updates to the project.
For me and others
When a project is configured for multiple users on multiple computers, sharing settings are available when the project is created. The project must be shared to a shared update group.
Optionally, you can share the project with your organization or with other groups. However, only the project owner, organization administrator, and members of the shared update group can update the project. Other users with whom the project is shared can open it and view its contents but cannot save changes to the portal. However, they can save changes to their local copy of the project and get updates to the project.
