Failed to create a project from <project name>. The file limit for the portal project will be exceeded.
This message appears when the local project from which you are creating a portal project contains more than 10,000 files. A portal project stored on an ArcGIS Enterprise 11.4 or later portal cannot contain more than 10,000 files. In the portal context, files include project items such as maps, layouts, and reports, as well as the elements contained by project items.
ArcGIS Pro does not provide a count of items that are considered files on the portal; therefore, there is no simple solution to the problem. You can remove items from the project and proceed by trial and error until you can save the project as a portal project.
The changes to <project name> cannot be saved. The file limit for the portal project will be exceeded.
This message appears when you add items to an existing portal project that cause it to exceed the 10,000 file limit. Your changes are not saved to the portal or to the local copy of the project.
A portal project stored on an ArcGIS Enterprise 11.4 or later portal cannot contain more than 10,000 files. In the portal context, files include project items such as maps, layouts, and reports, as well as the elements contained by project items.
To resolve the problem, remove items that you added to the project after your last successful save. Alternatively, use the Get Updates command to overwrite your local copy of the project with the last successful save of the portal project.
Overwriting the project on the portal failed. The file limit for the portal project will be exceeded. You can save your work to a new local project by clicking Save Project As.

A portal project stored on an ArcGIS Enterprise 11.4 or later portal cannot contain more than 10,000 files. In the portal context, files include project items such as maps, layouts, and reports, as well as the elements contained by project items.
You can remove items from your open local copy of the project and try to overwrite the portal project again. Alternatively, if you want to keep your changes, you must save the project as a local project. To do so, click the Project tab on the ribbon. In the list of side tabs, click Save Project As.
The changes to <project name> were saved locally, but overwriting the project on the portal failed. An item in the project exceeds the portal size limit.
This message appears when your open local copy of the project contains a file larger than 50MB, and you try to overwrite the portal project with your current progress from the Info page. Your changes are saved to the local copy of the project, but the portal project is not overwritten.
A portal project cannot contain an individual file larger than 50MB. Files that exceed the limit are usually images or other raster format files. For example, a Graphics Library Transmission format file (.glTF) stored as a picture in a layout may cause the problem. The item that exceeds the portal size limit is not identified, but you can usually figure out which one it is.
To resolve the problem, you can remove the large file from the project and overwrite the portal project with your current progress. Alternatively, you can use a different saved copy of the project to overwrite the project in the portal.

Failed to open <project name>. Unable to write to the download location. The portal project may be open in another instance of ArcGIS Pro.
This message appears when the portal project is already open in another instance of ArcGIS Pro on your computer. When you click OK on the error message, the new instance of ArcGIS Pro closes automatically. (Unlike local projects, portal projects do not have a read-only state that can be maintained in a separate instance of the application.)
