The locator to be packaged or published is invalid.
Solution
Use the Rebuild Address Locator tool or re-create the locator with the Create Locator tool or the Create Feature Locator tool. For more information, see Introduction to locators.
Ensure that the locator is accessible, was not renamed after initiating packaging or publishing, and that the locator name is valid, such as removing any spaces between the locator name and locator file extension (.loc) or invalid characters.

If the locator is corrupt, creating a new locator is the only way to resolve the problem. If the locator was created using the Create Address Locator tool, creating the locator again using the Create Locator tool or the Create Feature Locator tool with the current version of ArcGIS Pro is recommended.
