The portal you are connected to does not have GeoEnrichment services enabled.
Solutions
- Contact your administrator to configure your portal with the GeoEnrichment utility service.
- Connect to a portal that has GeoEnrichment utility service configured.

A Statistical Data Collection (SDCX) is made up of a file, a feature class, and population data used for apportionment that is exposed through a GeoEnrichment Service. If the portal to which you are connected does not have the GeoEnrichment Service configured, publishing Statistical Data Collections will not be supported.
