The locator you are attempting to share to ArcGIS Enterprise on Kubernetes cannot be copied to the server. To successfully publish the locator, the data source of this locator must be registered with the server.
The ArcGIS Enterprise on Kubernetes server does not allow locators over 50 megabytes in size to be copied to the server when published. However, composite locators will be copied to the server, but participating locators must be registered with the server regardless of size.
Solutions
Register the data source of the locator with ArcGIS Enterprise on Kubernetes.
