Linear referencing system (LRS) layers are present in the map that you want to publish, but the linear referencing capability isn't enabled.
Solutions
You must check the Linear Referencing check box on the Configuration tab in the Share As Web Layer pane prior to publishing a map that includes LRS layers.
Publishing LRS layers without checking the Linear Referencing check box will result in published layers that are not recognized as LRS layers, and the Location Referencing tab will not be available to editors in ArcGIS Pro.
