Description
The minimum and maximum cached scales must match scales defined by the tiling scheme.
Solution
Ensure that both the Minimum Cached Scale and Maximum Cached Scale parameters are set to scales that are explicitly defined in the tiling scheme.
Exact scale values for the default tiling schemes provided with ArcGIS Pro can be found in the .xml files located at <install_dir>Resources\TilingSchemes. If using a custom tiling scheme, consult your custom tiling scheme definition for appropriate scales.
