Two or more records in the data have the same Feature ID and language code values, but the primary record is not specified in a primary role. A best practice is to indicate primary values by mapping the Primary Street Name Indicator field when there are several records with the same Feature ID and language code values in the reference data for the primary role. The Primary Street Name Indicator field applies to the following primary roles:

Assign values that indicate primary and nonprimary street name values for all cases in which multiple records have the same Feature ID and language code values in the reference data for the primary role, and map the corresponding Primary field. Additionally, ensure that the primary record occurs first in a group of records with the same Feature ID and language code values in the reference data. If you do so and the Primary field is unmapped, the Create Locator tool will use the first records as primary.
