Description
You are using the Item ID parameter to specify the item ID of the map image layer or its additional layers, but you are uploading the service definition to an ArcGIS Enterprise portal that does not support specifying IDs. You can specify an item ID for a map image layer or its additional layers when sharing to ArcGIS Enterprise 11.2 and later.
Solution
Upgrade your version of ArcGIS Enterprise. Alternatively, remove the item ID parameter; an ID will be automatically assigned.
