If you are not aggregating temporally, each location should have exactly one record for each time period.
Solution
Inspect the time stamps of the input. Specify a Time Step Interval parameter value that ensures exactly one record per location for each time period. If there are bins that do not have a value, use the Fill Empty Bins with parameter to estimate a value.
