There were features in the dataset that did not have neighbors within the Distance Band value specified.
Solution
Run the tool again with a larger Time Step Interval value and a larger Distance Band value (ensuring that each of the Input Features of Interest has at least one neighbor), or use K nearest neighbors for Neighborhood Type to ensure that each input feature has neighbors.
