Description
This error occurs in the following known and intentional situations:
- When using the Add Join tool with an input feature service, geopackage, or SQLite data, and the Join Operation parameter value is Join one to many
- When using the Add Index or Add Spatial Index tool with data stored in the memory workspace
- When using arcpy.UpdateCursor and arcpy.InsertCursor with read-only formats

Review the tool and data format being processed.
