Description
You are attempting to create a network attribute with the In Line option set to true and there are not enough bits available.
Network attributes that are created using the In Line option set to true are stored in the network topology. There is a restricted number of bits available for user-defined network attributes.
Solution
Create the network attribute with the In Line option set to false, or reduce the size of the attribute domain used.
