Description
A solution cannot be found because the .swm file provided in the Spatial Constraints parameter does not allow the zones to grow. For example, if the .swm file specifies that no features have neighbors, this error will result.
Solution
Alter the .swm file to accommodate growing zones, or choose a different option for the Spatial Constraints parameter.
