Description
Each feature in the Input Features parameter satisfied the criteria of a zone and is an individual zone. This is not allowed, as zones must grow by aggregating features.
Solution
Use different values for the Zone Building Criteria With Target and Zone Building Criteria parameters, so that individual features do not satisfy the criteria.
