Time is required on the specified feature layer to perform time stepping, reconstructing tracks, and temporal joins in the Join Features tool.
Solution
Verify that time is set on your input data.
Note:
For ArcGIS Pro 2.0, time is only supported when using big data file share input and feature service layers.
