You can access different types of source data when producing nautical data in ArcGIS Pro. However, most are from one of two categories: raster or vector.
Digitize from raster data
With ArcGIS Maritime, you can use a variety of raster formats as source data for your Electronic Navigational Chart (ENC) production. The following steps guide you through digitizing data from a raster image.
- Load a raster image as a backdrop layer.

Ensure the image is georeferenced.
- Optionally, change the transparency of the feature layer to collect your data on top of the raster layer without having to consider the draw order.
- Choose the appropriate feature class or subtype in the Create Features pane and digitize the feature from the raster image.
- Optionally, you can further refine your feature attributes.
Load vector data
Vector data can come in many different formats, including shapefiles, DGN files (design), and other data types. Existing S-57 data can be imported directly into the geodatabase using the Import S-57 To Geodatabase tool. The ArcGIS Data Interoperability extension further expands the number of third-party software formats available as sources for ArcGIS Pro.
For vector source data, you can use copy and paste tools to take the geometry from the source data and put it into your geodatabase.
Your workflow consists of the following high-level steps:
- Load source data by importing or copying and pasting.

If copying and pasting, click Paste Special to streamline this activity by allowing you to choose the appropriate feature class or subtype for the target layer.
- If necessary, create new data.
- Verify data
- Export to S-57 format
- Package S-57 products
