To export the diagram rule and layout definitions specified for a given template, run the Export Diagram Template Definitions tool. This workflow is detailed in Share diagram templates.
To import diagram rule and layout definitions for a template, run the Import Diagram Template Definitions tool and use the .ndbd file created when you ran the Export Diagram Template Definitions tool as input. This workflow is also detailed in the Share diagram templates topic.
Note:
Starting with ArcGIS Pro 3.6, you can also use the Create Geoprocessing Model From Diagram Template tool to create the geoprocessing model that details the sequence of network diagram configuration tools used to configure the diagram rules and diagram layouts currently set up on a diagram template.
Then if, in that output geoprocessing model, you change the diagram template specified as an input for the Alter Diagram Template tool, you can set up this other template with the same rule and layout definition.
