Description
When creating or upgrading a utility network, the minimum version for ArcGIS Server is 10.7. If the portal's federated server is an earlier release, the operation cannot be completed.
Solution
Ensure that the active portal has a federated server that meets the minimum version for the utility network and run the tool again.
